The results of the Lok Sabha elections 2024, are out and have surprised many of us. The BJP party which has been ruling for the last ten years with a comfortable majority of its own was facing this election with an inherent anti-incumbency factor. However, the party put up a brave face and announced a target of 370 seats to be achieved this time (400+ for the NDA) out of 543 which was far above its achievement in the 2019 elections. Not only the party but the country was surprised at this tall order. Looking back at what its charismatic leader, Narendra Modi, had been able to achieve in the past, everyone believed that it may be a possibility. As the slogan goes, 'Modi hai to mumkin hai'. But the results proved the BJP brass wrong as they not only missed the target of 370 but also missed the majority on their own i.e. 272. 

Simultaneously with the Lok Sabha polls, the elections to Arunachal Pradesh, Sikkim, Andhra Pradesh and Orissa assemblies were also held. BJP has won a majority in Arunachal and Orissa on its own while in Andhra, its NDA partner TDP has registered a comfortable win. Sikkim was wrested by the local Sikkim Krantikari Morcha. The forming of the BJP government in two of the above states and the NDA government in another state more than compensate for the losses in parliamentary elections. 

An analysis of the gains and losses has been attempted hereunder to understand what went wrong with the strategy of the NDA this time, particularly the BJP. Out of 543 seats, NDA has been able to garner 291 (BJP:240, TDP:16, SS:7, JDU:12 & LJP:5), INDI Alliance bagged 234 seats (Cong:99, SP:37, TMC:29, DMK:22 & SS(UBT):9 while Others have got 18 seats (YSRC:4 & SAD:1 etc). NDA has a clear majority and can form government but no individual party has crossed the majority mark on its own. 

1) Total Dependence on Modi's Charisma: The BJP has been totally dependent on the charisma of Modi and most of the MPs have contributed practically nothing to popularise the schemes of the government and establish a rapport with the people in their constituency. My personal experience is that the MP ( Even the MLA) of our area was not seen even once visiting our colony. On the other hand, Modi has himself shown exemplary energy and dedication to his work and his campaigning in the election was to be seen to be believed. This time he was even interviewed by many journalists. His continuous talking to the people in 'Man Ki Baat' on AIR has been one of his great strengths where people send him their questions and he tries to answer them. 

2) Selection of Candidates: It is noticed that the selection of candidates for the Lok Sabha polls was done by the High Command centrally ignoring the ground realities and the feedback from the State CMs. Before elections, many a CM were changed fearing incumbency factor and their non-performance but some of them recorded victory on the hustings subsequently. Shivraj Singh Chouhan has won the Lok Sabha election with a record margin of over 8 lakhs. Firstly, while choosing the CMs initially proper caste, integrity and popularity factors must be taken into account so that they do not have to be replaced midway. They should be given a free hand to manage their states without rushing to the Centre for guidance.

3) The Unresolved Farmer's Agitation:  The farmer's agitation kept engaging the Central Government for more than a year and even thereafter their demands were not properly addressed. It is emphasised that farmers form a large block of voters who can make or break the governments. The fact remains that the present government passed bills in parliament without consulting them which ignited the fire and consequently the government had to withdraw the bills. However, the incident allowed the farmers in north India to press for MSP and other demands to which the government did not agree. Everybody has seen what followed besides the insult to the National flag on the Red Fort. Disagreement on the issue has been simmering in the minds of farmers in Punjab and Haryana where BJP has recorded dismal performance. The farmers of UP led by Rakesh Tikait, though comparatively less pugnacious, have shown their resentment at the Lok Sabha polls. To make things worse the present government has developed an image to be pro-capitalists rather than pro-farmers. The narrative strengthened when the opposition called Modi a friend and benefactor of Adani and Ambani. 

4) Justice Delayed: Several cases happened during the last five years where justice was not done promptly. The reason was that some kith and kin of BJP leaders were involved. Nabbing of culprits should have been done immediately on the occurrence of the incident and action taken not only to file FIRs against the accused but also to ensure the cases were taken to their logical end. The delayed action and that too under pressure from the public or social platforms has made people believe that influential people can get scot-free even if they commit heinous crimes. A fine example of such a case was the complaint of the female athletes who alleged that they were abused by their coach. This case was initially shelved and ultimately had to be followed up and is presently in the concerned court. 

5) Uttar Pradesh Dilemma: The biggest surprise was thrown by the results of UP. The matter needs to be investigated properly as to what were the factors for such a dismal performance. I have already pointed out two factors; one, disagreement between Yogi Adityanath and the Centre in the choice of candidates, and the second, the after-effects of farmer's agitation. Probably the style of functioning of Yogi Adityanath may not have gone down well with the common public as it may have installed a sense of fear in their hearts though his actions are lauded by the intellectual and honest citizens. The marginalisation of Mayawati too has played a significant role in the outcome of polls. She totally withdrew from the election scene and did not actively participate as in the past and consequently, her vote bank got transferred to the SP-Congress combine. 

6) Nonachievement of Primary Goals: It goes without doubt that the Modi government has failed to achieve some major goals like the implementation of UCC in the country. It wasted its time in sidelining the objective by passing legislation on CAA, NRC and Triple Talaq. It was possible that the government would have faced a lot of opposition on this account but it would have given confidence to the majority of Indians that the government means business rather than appeasement. Now with present dispensation, the UCC will have to go into the cold storage. 

7) The Activities of ED/CBI: It is said that one should not only be honest but he should be seen to be honest. The present government has as per them allowed these agencies to be independent which has resulted in the unearthing of so much hoarded cash and so many corruption cases. But frankly speaking what happened to the people who left the country like Mallya, Modi, Choksi etc? We hear about them from election to election and now it is ages since they have absconded. Besides, how many cases of corruption and nepotism have been registered by these institutions during the last ten years and how many people out of them have been convicted? Does the National Herald case take so much time? What happened to the cases of the Saradha Chit fund? So many politicians are behind bars without chargesheets having been finalised. Imagine when the FIRs will be filed and when the courts will decide. Why hasn't legislation been passed to dedicate some courts to such cases only and get the cases investigated and decided promptly? No, the government does not want that but uses such cases only for adverse publicity of the opposition leaders. The present government is a firm believer in attrition and not punishment.  In case the institutions are overburdened, they should only pick up cases which may have the lowest mortality rate and can be finalised soon. Unless the government shows its intent to really take to task the corrupt and dishonest, its clean image will gradually get eroded notwithstanding its claims to transparency and good governance.

Worse still is that the BJP has been crying all the time about many politicians involved in scams. The same politicians have been subsequently inducted into the party and offered lucrative posts. As a result, it is hard to believe that the government is sincere about cleaning the administrative set-up of corrupt people. The argument of the government spokesmen that the cases have not been withdrawn against such people and the law will take its own course is hard to digest by the common people. After so many years the biggest symbol of corruption, The Adarsh Building, still stands tall in Mumbai and no action has been taken against the culprits.  

8) Breaking up Opposition Parties: Of late the BJP was possessed by an evil spirit which led it to bring down opposition governments in states. In some cases, they were successful and replaced them with a better and efficient government but in most cases, such acts only brought a bad name to the party especially where the alternative government indulged in corruption and nepotism. The BJP central command could not replace their own government for fear of revolt by the CM concerned who held influence among the major castes in the state. Naturally therefore a bad precedence was created. The best example is Karnataka, the only state in the South where BJP had been ruling for a long time. In respect of Maharashtra splitting of both Shiv Sena and NCP was yet another mistake committed by the high command of BJP. Split, of course, happened but at what cost? In the recent elections, the BJP could not register as many wins as it had done in 2019. This is beside what will be in store for forthcoming assembly elections. A similar attempt was made in HP which, however, failed.

9) Price rise and Unemployment: There is no doubt that the present government has had to face severe times. Conflicts in Ukraine and Palestine have been there for more than a year. The coronavirus pandemic created havoc all across the world and affected the economies. India has been able to survive all these and maintain its growth. But people do not go by the reasons they only accept what they perceive. On the other hand, the government has emphasised avoiding overburdening of exchequer through unproductive employment and laid stress on skill development and self-employment besides expanding private employment opportunities. The people in India under the influence of socialist regimes in the past have got used to believing that employment means only regular government employment with pensionary benefits as in the olden days. Accordingly, the Opposition parties exploited the situation and created a false narrative that there is rampant unemployment and price rise in India. They even went hammer and tongs against the Indian Army Agniveer Scheme since it is a short-term engagement only. So despite the creation of private-sector employment, the people were made to believe that the government was not interested in these areas to help the poor.  

On the other hand, there is, however, a positive side of the coin too which is discussed in brief as follows:

1) Expansion of Network: The present government has not focussed on the vote-catching areas only but expanded the reach of the party to every nook and corner of the country. The party was born after the emergency, though it already had a base in the form of erstwhile Jana Sangh which had amalgamated with other parties to form the Janta Party. In the first attempt, it got only 2 seats in the Lok Sabha. The concerted efforts made initially by L K Advani and Vajpayee, the Rath Yatra and the Ram Temple episode helped it not only revive its image as a Hindutava Party but also gain an immense voter base so much so that the party was able to form a government under the able leadership of Vajpayee. Later the ten-year interregnum of Manmohan Singh as Congress PM allowed it to introspect and it bounced back under the unmatched leadership of Narendra Modi in 2014. He has been very industrious and focused on ensuring that the BJP flag is hoisted in all the states in the country. He concentrated his efforts on developing infrastructure in hitherto neglected areas of the Northeast, which yielded good results. Today the party not only rules in Assam but Tripura and Arunachal Pradesh as well. It has also made deep inroads in West Bengal and replaced CPI(M) and Congress as the main opposition party in the state. In the elections recently held for Odisha assembly the party is likely to form its own government for the first time. Gujarat, UP, Uttarakhand, Delhi, Himachal, Madhya Pradesh, Jharkhand, Rajasthan, Goa and Maharashtra have also welcomed the growth of BJP at the grassroots level. The resistance is seen in J&K and Punjab besides the southern states like AP, Telangana, Tamil Nadu, Kerala etc. Some hiccups have of late been experienced in Maharashtra. However, it is a matter of immense joy for the party to have made inroads in Andhra, Telangana and Kerala in the recently concluded elections.

2) Integration of the Country: While efforts have been made to settle differences with extremist groups in the Northeast and many of these have already joined the mainstream, even the Naxals have been either exterminated or reined in and many of them have surrendered to the army. Peace has prevailed in the region except in Manipur which saw a rise in ethnic clashes recently abetted by internal and external forces. The greatest achievement in this regard has been a reorganisation of Jammu and Kashmir State into two Union territories i.e. UT of J&K and UT of Ladakh. Article 370 of the Constitution which granted special status to the State has been removed once and for all. 

3) Infrastructural and Industrial Development: There is no doubt about the rapid strides taken by the country in infrastructural development and industrial growth. Today India has attained fifth position in the developed countries in the world. Road networks, Airports, and Railways have shown a marked improvement. Many  AIIMS, hospitals and medical colleges have been added to the existing ones. During the Covid epidemic, the country made its own vaccination and even supplied it to needy countries rather than depending on Western MNCs. Besides the government provided houses, toilets and gas connections to millions in the vast country. 

4) Harnessing of Terror activities: The present government was able to curb the terror activities within the country besides stopping the neighbouring countries from encroaching on our lands or helping the terror outfits. Incidents of terror since 2014 have been minimal as compared to previous periods.

5) International Relations: Ever since the present government has come into existence relations with foreign countries barring a few inimical neighbouring countries have improved a lot. The world listens to India now. Even during the Ukraine and Palestinian conflicts, the country has stood its ground and not come under the influence of either the USA or Russia. Many international meets were organised in the country during the period. 

The present government has done tremendous work in many areas, but I need more time to dwell upon them. Suffice it to say that now that Narendra Modi is going to be the PM of India for the third time but with a slender majority that too depending upon the NDA partners, rapid and risky steps may not be taken this time and he will have to move with caution and care. I wish him the best in his future endeavours.

KING AND THE FAQIR

There was a king who was worried about his country where the rich were growing richer & the poor were becoming poorer. The rich were working hard, innovating and using the skills of others to create wealth besides keeping their families small. On the contrary, the poor who were in the majority were content with whatever they got and took refuge in sex and producing children. 

He heard about a travelling Faqir who had visited his kingdom and was very wise, so he invited him to his court and asked how to solve the problem. The Faqir advised him to get all the wealth, mobile and immobile, of people mapped and then redistribute it equitably to all so that everybody became equal. 

The king formed a committee and the wealth of people was mapped. After that, the suggestion of Faqir was immediately implemented and every individual had equal wealth now. The majority of people became happy as they became rich without putting in any hard work. Those who lost wealth became dismayed but couldn't help being productive. The country moved on though now the rate of progress had slowed down.

After about 10 yrs the Wise Faqir revisited the place to find out how his suggestion had worked. To his surprise, he found the wealth had again gone back into the hands of the productive rich and the others had lost all the money given to them free except a few who had learnt how to utilise the capital in their possession.

The Faqir learnt that the King was in search of him and wanted to hang him. The poor fellow ran away under the darkness of night not to be seen again.

Jumla vs Performance


The fact remains that India lost its opportunity to rebuild the nation in 1947 when it was set free. The British found it prudent to hand over power to a mild, non-violent and passive leader Gandhi assisted by westernised Nehru in order to firstly, get a safe passage at that point in time and secondly, to continue their control on its polity indirectly. For seven decades we were tamed to remain as passive slaves, fatalists and the world nicknamed our growth as Hindu Rate of Growth

With the rise of Narendra Modi, things have taken a drastic turn but you have to realise that we have lost the golden opportunity to integrate India and make it a nation. Today we have inimical forces all over the country nurtured by Congress since independence be it Tamilnadu, Kashmir, Punjab, North East or other states. To quote a Kashmiri saying the efforts made by Modi are like Yupis Shup Dyun Dole (To stop a flood with a winnow). 

We Kashmiris were not exposed to casteism in the valley but I have worked in many states and seen its dirty face. Shiv Sena's hate against lower castes in Maharashtra and against Goans in Goa, DMK's tirade against Brahmins and Hindi-speaking people followed by some political parties in Kerala, Karnataka, Andhra and Telangana, inter-tribal hate-mongering and bloodshed in North East, extinction of aborigines in Tripura by refugees from East Bengal, outwitting of Assamese by Bengali refugees and so on. Modi or Shah don't have a Staff of Moses to counter this. 

Nevertheless, what surprises me is the wrong priorities of the present government. They are wasting their energy on many trivial things to remain in power. Yes, it is a known fact that money is inducted into different channels in India like the purchase of journalists, expanding the network of subversive NGOs by vested interests to dislodge the present government and funding helpful opposition political parties. That, however, is a natural outcome of BJP's all-out efforts to ensure a Congress-mukt Bharat and follows Newton's law, "To every action, there is an equal and opposite reaction." 

I must frankly admit that I am not able to convince myself of Modi's soft corner for Adani, the escape of Neerav, Mallya and Choksi from the country, writing off loans of big tax evaders, tie-up with Mehbooba Mufti in J&K despite her soft-corner for Pakistan, the estrangement of allies like Shiv Sena and Akali Dal besides encouragement to vigilantes and lynching mobs. The main agenda of implementing the Uniform Civil Code, ban on proselytising, reduction of unemployment, harnessing price rise, eradicating corruption and taking cases of criminals to the logical end have become only election issues that have remained pending since 2014. Many cases against big guns have not been pursued vigorously for the last nine years. On the other hand, ED and CBI remain active day in and day out raiding political opponents for maligning them mostly when the elections are fast approaching. However, you cannot overlook the fact that India was visited by natural disasters like floods, land erosions in the Himalayas and the worst coronavirus pandemic which the government has successfully coped with. The people watch the government by results on the ground and benefits derived from.  

Time is going to decide the future of this country. The only thing I have faith in is that India has a culture that has withstood such vicissitudes for over five thousand years and will continue to do so. I quote Dr Mohd Iqbal;

       Unan-o-Misr-o-Roma sab mit gaye jahan see,

       Ab tak magar hai baqi nam-o-nishan hamara.

       Kuch  baat  hai  ki   hasti   mit-ti   nahi  hamari,

      Sadiyon raha hai dushman daur-e-zaman hamara.

सराबों का सफर 

मुझे वह दिन याद आ रहा है जब मैं चंडीगढ़ जाने के लिए जम्मू के बस स्टैंड पर खड़ा था।  मेरे 
सामने एक हॉकर गला फाड़-फाड़कर चिल्ला रहा था -
आज की ताज़ा खबर….. आज की ताज़ा खबर... “राहुल गाँधी ने दलित की झोपड़ी में रात गुज़ारी और उसके साथ ही रात को खाना भी खाया।’’
मेरी  हैरानी की कोई हद न रही. समझ में नहीं आ रहा था कि ऐसे रईसज़ादे ने, जिसकी तीन पीढ़ियों ने हिंदुस्तान पर हुकूमत की थी, झोपड़ी में कैसे रात गुज़ारी होगी…? उसने रात भर मच्छरों और खटमलों से कैसे मुक़ाबला किया होगा? और फिर सूखी रोटियां, दाल और सब्जी कैसे खाई होगी? यह माना कि आज़ादी के बाद हमने लोकतंत्र को गले लगाया है, अपनी हुकूमतें
खुद ही चुन ली हैं, मगर आज भी हम राजा महाराजाओं के सामने सर झुका कर चलते हैं और ’हुकुम हुकुम’ कहते हुए हमारी जुबान नहीं थकती।  .
खैर तजुर्बा कामयाब रहा. गरीबों की परेशानियों और समस्याओं का अंदाजा लगाने के लिए यह तरीका फ़ायदेमंद साबित हुआ। भरी लोकसभा में कलावती और उसके दयनीय स्थिति का बयान ऐसे मनभावन अंदाज में पेश किया गया कि लोग क़ायल हो गए और सभी अपने ज़ख्मों को कुत्तों की तरह चाटते रह गए। इधर आम आदमी की हालत को सुधारने के लिए सब  पार्टी
वर्कर जुट गए। 
         अखबार खरीद कर मैं चंडीगढ़ वाली बस में बैठ गया। अभी बहुत सारी सीटें खाली थीं। मैं इसी इंतजार में था कि कब गाड़ी भर जाए और चंडीगढ़ की तरफ रवाना हो। मेरा उसी रोज वहां पहुंचना जरूरी था, क्योंकि दूसरे रोज़ वोटर पहचान कार्ड बनवाने की आखिरी तारीख थी। मैं उस
बुनियादी हक़ से वंचित नहीं होना चाहता था। 
         सामने वाले दरवाज़े से दस ग्यारह बरस का लड़का कंधे पर पानी की बोतलों का झोला लटकाए अंदर दाखिल हुआ और ‘ठंडा पानी, ठंडा पानी’ कहता हुआ बस के पिछले दरवाज़े की तरफ बढ़ता चला गया। 
‘ क्या जमाना आया है बेटे। पहले तो हर स्टेशन पर साफ़-शफाफ पीने का पानी नलों में मुफ़्त प्राप्त होता था। अब तो पानी की भी कीमत वसूली जा रही है। कौन जाने कब हवा पर भी पहरे बिठाए जाएंगे। मालूम है बेटे, मेरी पहली तनख्वाह बारह रुपये थी। उतनी ही जितनी आज इस बोतल की कीमत है’ -बगल में बैठा हुआ बुजुर्ग आदमी मुझसे मुखातिब हुआ। 
‘अंकल आप किस ज़माने की बात कर रहे हैं. यह भी तो सोचिए कि आज मामूली से मामूली क्लर्क की आमदनी पंद्रह हज़ार से कम नहीं होती। मेट्रिक फेल क्रिकेट खिलाड़ी भी साल भर में दो चार करोड़ कमाता है।  फिल्म एक्टरों , मॉडलों, टी.वी आर्टिस्टों, न्यूज़ पढ़नेवालों, और बिजनेस मैनेजरों की तो बात ही नहीं. उनकी आमदनी का तो कोई हिसाब ही नहीं। आमदनी
इतनी ज्यादा बढ़ गई तो जरूरी है कि कीमतें भी बढ़ जाएंगी ,'  मैंने बूढ़े आदमी के झुर्रियों वाले चेहरे का मुआइना करते हुए जवाब दिया। 
         ‘आमदनी तो नौकरी करने वालों की बढ़ गई बेटे। किसानों, मजदूरों और ठेले वालों का क्या? फिर उन लोगों को भी तो देखो जो कभी एक मिल में काम करते हैं और कभी दूसरी मिल में। कभी हड़ताल के सबब नौकरी छूट जाती है और कभी लॉक आउट की वजह से। बेटे मेरी तरफ देखो, मुझे न पेंशन मिलती है और न ही महंगाई भत्ता. बच्चे रोज़ी रोटी की तलाश में दूसरे शहरों में जा बसे। खुद अपना पेट नहीं पाल सकते, मेरी मदद कैसे कर सकेंगे?’
         मैंने बहस को बढ़ावा देना मुनासिब नहीं समझा, इसलिए अखबार खोलकर काली लकीरों का भेद जानने में व्यस्त हो गया। बूढा अनकही बातों को थूक के साथ निगल कर चुप हो गया। 
         इतनी देर में बस के इंजिन की आवाज मेरे कानों तक आने लगी और आहिस्ता आहिस्ता तेज़ तर होने लगी। मेरी टांगों में अजीब तसल्ली देने वाला अहसास पैदा होने लगा। कुछ मिनटों में गाड़ी फर्राटे भरती हुई चंडीगढ़ की तरफ रवाना हो गई। 
         अचानक मेरी नजर सामने वाली सीट पर बैठी औरत पर पड़ी जिसका चेहरा जाना पहचाना सा लग रहा था। उसको देख कर मैं इतना खुश हुआ जितना कोई छोटा बच्चा खिलौना देखकर
हो जाता है। 
‘ अरे सुभद्रा तुम…. तुम यहां कैसे?’
‘ मैं पंचकुला अपने ससुराल जा रही हूं। और तुम... तुम यहां कैसे?’
‘ मैं दो साल से चंडीगढ़ में नौकरी करता हूँ। उससे पहले कटक उड़ीसा में पदस्थापित था.’
‘ सच, मुझे तो मालूम ही नहीं….’
सुभद्रा ने मुस्कुराते हुए बग़ल में बैठे हुए आदमी से अनुरोध किया कि वह मेरे साथ सीट बदल ले। वह आदमी मनोरम मुस्कुराहट का ताब न लाकर यकायक खड़ा हो गया, और अपनी सीट खाली कर दी। एक ज़रा सी मुस्कुराहट ने उसके इरादों पर पानी फेर दिया। 
‘ सुभद्रा, लगता है तुम माता के दर्शन करने गई थी।’
‘ हां मन्नत जो मांगी थी, उसी को पूरा करने चली गई थी।’
‘ कैसी मन्नत……?’
‘ कैलाश, तुम्हें तो मालूम ही है कि मेरी शादी एक सियासी खानदान में हुई थी। तुम से बिछड़ने के बाद मैं पूर्ण रूप से सियासत बन गई। ससुर जी पंजाब गवर्नमेंट में दस साल मिनिस्टर रहे। घर में हमेशा दौलत की रेल
पेल रही। नौकर चाकर, गाड़ी बंगला सब कुछ उपलब्ध था। अगर कहीं कोई सूनापन था तो वह मेरी गोद में था। मेरे पति अपनी रंगरलियों में मस्त रहते, मगर मुझे हरदम खटका रहता कि कहीं किसी दिन वे मुझे छोड़कर दूसरी शादी न कर ले। इसलिए मैंने यतीम खाने से एक बच्चा गोद ले लिया, मगर उसकी रगों में न जाने किस नीच कुल का खून दौड़ रहा था। उसने तो मेरी
नाक में दम कर रखा है। अड़ोस-पड़ोस के सब लुच्चे लफंगे उसके दोस्त बन चुके हैं। पढ़ाई में उसका मन ही नहीं लगता। आधे सेशन के बाद ही कॉलेज जाना बंद कर दिया। बाप ने बिज़नेस में डालने की कोशिश की, वहां भी नाकाम रहा. भगवान का शुक्र है कि अब तक जेल की हवा नहीं खाई। बाप ने कई बार उसे पुलिस थाने से छुड़वा लिया। इसीलिए मैंने वैष्णव् माता से
मन्नत मांगी कि आने वाले इलेक्शन में उसे पार्टी की टिकट मिल जाए तो मैं साधारण श्रदालाओं की तरह उसके दरबार में हाज़री दूंगी।’
‘ तुम्हारा मतलब है कि उसे पार्लिमेंट इलेक्शन के लिए पार्टी की  सीट मिल  गई?’
‘हां, किशोर के पिताजी ने उच्चतम अधिकारी से साफ साफ कह दिया कि अगर मेरे बेटे को सीट नहीं दी गई तो वह पार्टी के लिए काम नहीं करेगा।  पार्टी मजबूर थी, क्योंकि पंजाब में उनकी साख दाव पर लगी हुई है।’
‘लेकिन सुभद्रा उसको पार्टी की सीट मिली है ना कि उसका चुनाव हो चुका है। अभी तो असली पड़ाव पार होना बाकी है।’
‘ऐसा नहीं है कैलाश। वह पंजाब यूथ ब्रिगेड का सदस्य है। मेरे पति श्याम चौधरी ने अपनी सारी ताकत इलेक्शन में लगा दी है। रुपया-पैसा, आदमी जो कुछ भी उसके पास है सब दांव पर लगा दिया है। एक बार किशोर के पाँव सियासत में जम जाए तो फिर कोई  परेशानी नहीं रहेगी.’
‘सुभद्रा, परेशानियों के बारे में कोई कुछ नहीं कह सकता। इनका कोई अंत नहीं होता। खुद अपनी तरफ ही देखो। मां-बाप ने यह सोच कर शादी कर  दी थी के अमीर घराने में वारे न्यारे हो जाएंगे।  फिर यह रिक्तता, यह सूनापन कहाँ से उदित हुआ.’
‘तुम सच कहते हो, परेशानियों का कोई अंत नहीं होता। बाहर से यह सब सियासतदान कितने खुश नज़र आते हैं, मगर इनकी निजी  जिंदगी में झांको तो हैरत होती है। किसी की लड़की भाग जाती है और किसी की बहू ज़हर खा लेती है, किसी का बेटा नशा करते हुए पकड़ा जाता है और किसी का भाई गुंडागर्दी के परिणामस्वरूप जेल की हवा खाता है.’
‘सुना है पार्टी के वरिष्ठ अधिकारीयों ने हुक्म दिया है कि सारे उम्मीदवार अपने चुनाव क्षेत्र में खास तौर आम लोगों के साथ रहकर उनकी कठिनाइयों के बारे में फर्स्ट हैंड मालूमात हासिल करेंगे।  उनकी झोपड़ियों में दो-चार दिन गुज़ार कर उनके साथ का तजुर्बा हासिल करेंगे।’
‘तुमने ठीक सुना है लेकिन इस से कोई फर्क नहीं पड़ता। दो चार रोज़ में कौन सा पहाड़ टूट जायेगा. उम्मीदवार हुकुम की तामील ज़रूर करेंगे मगर साथ में जंगल में मंगल मनाएंगे। उनके लिए पहले ही खाने पीने का इंतजाम किया जाएगा, बस्तियों में बिसलरी की बोतलें पहुंचा दी जाएंगी। जिन झोपड़ियों में रहना होगा वहां अच्छे बिस्तर का इंतजाम किया
जाएगा, मच्छरदानियां लगाईं जाएंगी, मच्छर मारने की दवाई  छिड़की जाएगी. बिजली न हो तो जनरेटर से टेबल फैन चलाए जाएंगे। बस दो चार दिन यह असुविधा उठानी ही पड़ेगी, फिर पांच साल ऐश करो। एयर कंडीशन मकानों में रहो, एयर कंडीशन गाड़ियों में घूमो, फाइव स्टार
होटलों में खाना खाओ और ग्रीन टर्फ पर गोल्फ खेलो.’
‘यह सब  इंतजाम कौन करेगा?’
‘कौन करेगा? जिला अधिकारी तब तक करेंगे जब तक इलेक्शन का ऐलान नहीं होगा. ऐलान हो गया तो पार्टी वर्कर इतने बेवक़ूफ़ तो होते नहीं कि ये छोटे मोटे प्रबंध नहीं करवा सकेंगे।’
‘मदिरा-पान का भी इंतजाम होगा क्या?’
‘नहीं यह मुमकिन नहीं। कुछ मान मर्यादा भी तो होती है। माना कि मौजूदा नस्लें गांधी जी के नाम से भी परिचित नहीं है, पब्लिक स्कूलों में सिर्फ जींस (jeans) और  जैज़ (jazz) से परिचित हुई हैं, एयर कंडीशन कारों में सफर करती हैं, रातें क्लबों में गुज़ारती हैं, फिर भी राजनीती में रहना है तो जनता को प्रभावित करने के लिए कुछ गंधियाई ढब तो सीखने ही पड़ेंगे।’
‘तुम्हारी बातों में दम है सुभद्रा। गांधी और उस के उसूल इस पीढ़ी के लिए केवल खिलौने हैं, जिनसे वो आम आदमी को बेवक़ूफ़ बना सकते हैं। अलबत्ता मुझे तुमको देखकर हैरत हो रही है, कहां वह आदर्शवादी सुभद्रा और कहाँ यह अवसरवादी मिसेस चौधरी।’
‘कैलाश, आदमी को ज़माने के साथ बदलना पड़ता है वर्ना ज़माना उसको रौंद कर चला जाता है। मैंने अपनी ग़ुरबत से तंग आकर अपने तन-मन का सौदा कर लिया। तुम को छोड़ कर मिसेज़ श्याम चौधरी बन गई। अब मैं उसी गुरबत को फिर से गले नहीं लगाना चाहती।’
‘सुभद्रा मुझे तुम्हारे वो महान आदर्श याद आ रहे हैं। तुम रविंद्रनाथ टैगोर को अपना आदर्श मानती थी। तुम्हारे कमरे में जहां नजर पड़ती थी वहां गुरुदेव की तस्वीर लगी होती थी। तुमने बार-बार दर्शकगण को रविंद्र संगीत से बहुत प्रसन्न किया। कभी छांव में बैठकर गीतांजलि के छान्दोपद सुनाया करती थी. कैसे कैसे ख्वाब बुने थे तुमने और अब यह सब क्या है?’
‘अपना मन मार कर बिल्कुल बदल गई हूँ। अब यही ख्यालात मेरा ओढ़ना-बिछोना हैं। उन्हीं के सहारे मुझे बाकी सफर भी तय करना पड़ेगा। मेरी जिंदगी से संगीत विलीन हो चुका है। अब उन विचारों में कहीं कोई मृगजल  भी नजर नहीं आता।’
         रास्ते में गाड़ी कई बार रुकी। कभी नाश्ते के लिए और कभी लंच के लिए। हम दोनों नज़दीकी रेस्टोरेंट में बैठ कर आर्डर दे देते।बैठते ही एक-दूसरे की जांच-परख करते हुए ना जाने किन ख्यालों में गुम हो जाते। लग रहा था कि हम दोनों बचपन के वो लम्हे दोबारा जी रहे हैं, जो हमसे किस्मत ने छीन लिए थे.
         बातों बातों में ना जाने कब हम चंडीगढ़ पहुंच गए. वक्त गुजरने का कोई एहसास भी न हुआ। एक बार फिर हमने एक दूसरे को भीगी आंखों से अलविदा कहा। 
         चार महीने के बाद इलेक्शन के नतीजे निकलने वाले थे। जबकि सुभद्रा की याद अभी मेरे दिल में ताजा थी, इसलिए मैं टी.वी पर इलेक्शन के नतीजों का बेसब्री से इंतजार करने लगा। सुबह सात बजे वोटों की गिनती शुरू हुई।  ग्यारह  बजे से परिणाम आने शुरू हो गए। किशोर चौधरी अपने प्रतिद्वंदियों से कभी आगे निकल जाता और कभी पीछे रह जाता। समय के साथ
साथ मेरी जिज्ञासा भी बढ़ने लगी। आखिरकार दिन के दो बजकर दस मिनट पर उसके नतीजे का ऐलान हुआ। किशोरे चौधरी जीत का परचम लहराता हुआ मेम्बर पार्लिमेंट बन गया। 
         उधर पार्लिमेंट के परिसर में पालथी मारे हुए और सुकून से बैठा हुआ महात्मा गांधी का पुतला बेसब्री से नई पीढ़ी के गांधियों का इंतजार कर रहा था।

    Deepak Budki Aisi koi baat nahi hai. Kashmir mein afsana nigar pehle bhi kum paida hue aur ab bhi. Darasal is ki wajah yeh hai ki Urdu mein shairi ki taraf qalmkaron ka zyada rujhan raha hai. Sirf taraqqi pasand tehreek ke dauran afsana nigari ki taraf adeebon ne dhyan diya magar jadeediyat ke aate aate woh bhi khatam ho gaya. Kashmir ke bare mein itna kehna zaroori hai ki overpoliticization ki wajah se qalmkar khul kar nahi likh pate hain. Main ne is bare mein apne mazmoon Dr Brij Premi ki Afsana Nigari mein likha tha. kashmir ke qalmkar zyada tar government naukriyan karte hain is liye anti-establishment likhne se gurez karte hain.

    دیپک بدکی صاحب تسلیم ۔۔۔ یہ ایک تلخ حقیقت یے کہ ہم نے زبانوں کو بھی مذہبوں اور عقیدوں کے خانوں میں تقسیم کیا ہے ۔ آپ میری بات ماشا اللہ خوب سمجھتے ہیں ۔ ایسے حالات میں آپ اردو زبان کی طرف کیوں اور کیسے آے ۔ نیز، کیا آپ مانتے ہیں کہ ہندی کی تسبت اردو زبان تخلیقی سطح پر، امکانات سے بہت زیادہ لبریز ہے ۔

Woh jawab deta hai ki bagh mein har kism ke phool hote hain , kisi mein mehak hoti hai aur kisi mein khoobsoorti, hum kisi ko doosre par tarjeeh nahi de sakte hain. yehi baat zabanon ki hai. Agar hum yeh kehte hain ki koi ek zaban ko fauqiyat hasil hai woh hum tabhi keh sakte hain agar hum ne doosri zabanein bhi usi inhemak se parhi hoon aur un ka literature bhi parha ho. Yehi baat mazahib ke sath bhi hai. Acharya J Krishnamurthy kehte hain ki biological inheritance ke sath hamein social inheritance bhi virasat mein mil jaati hai aur isi liye hamein apna mazhab, apni zuban, apna culture achcha lagta hai. Dekha jaye to literature mein Sanskrit aur Arabic ka kafi conribution raha hai. Modern zamane mein sab se zyada yogdaan French ka raha hai jo europe ki zabanon mein bahut hi meethi zaban mani jaati hai. Yeh sach hai ki Urdu ko hindustani zabanon mein khas muqam haasil hai magar hum doosri zabanon ko kum paya nahi keh sakte hain. Maslan drama sinf mein marathi aur bengali ka kafi contribution raha hai. jahan tak mera sawal hai main ek Science student tha aur ghar mein kisi ko adab ke sath door door ka wasta bhi nahi tha. BSC mein mujhe likhne ka shauq hua , so Oriental School(MP School) mein urdu seekh li aur phir is zaban ko apna audhna bichauna bana liya.
    Jahan tak Urdu aur Hindi ke mustaqbil ka sawal hai, har zaban ki nisho numa ke liye kay cheezon ki zaroorat hoti hai. Logon ka rujhan, employment ke imkanat, Govt ki sarparsti aur cultural base. Hidustan mein urdu politics ki nazar hogaya. Main ne is bare main badi tafseel se apne majmooae Chinar ke Panje ke Haraf Awwal mein likha hai. Hamein UP aur Bihar ke adeeb IInd class adeeb mante hain. unhein kashmir tab hi yaad aata hai jab unhein kashmir ki sair karni hoti hai. Kashmir se ek hi naqad aise nikle jinhein international satah par recognition mila magar unhon ne bhi apni tehreeron mein kisi kashmiri writer to ahmiyat nahi di. Adab mein groupism kafi kaam karta hai jaise Narang ka group, Farooqui ka group, agar hamdi sahab ne bhi kashmiri qalmkaron ka ek group banaya hota to shayad achcha hota. Hamein apna ek group banana padega aur Kashmir University aur Iqbal institute mein Kashmiri Urdu Adeebon ko tarjeeh deni chahiye. Doosri baat yeh bhi hai ko hum mein se kayi adeeb pehle to urdu mein PG ya PHD karte hain aur phir Kashmiri language ki taraf rajooh karte hain jis se urdu ke resources kum ho jate hain.

Thakur Poonchi , Ramanand Sagar wagairah ki baat alag hai. Manto ne to Taraqqi pasandi se jaldi hi munh morha; us daur mein sirf Tamasha aur Naya Qanoon us ke qabil zikr afsane hain. Krishen Chander ne sharooat to romani taraqqi pasandi se ki thi jo us ki maqbooliyat ki wajah ban gayi magar phir us ne propaganda aur naara bazi se kaam liya aur Honolulu ka Raaj kumar jaisi kitabein likhein. Tarraqi pasand daur hamare adab ka sunhari daur hai. choonki hamare muashre mein woh sab tabdeeliyan aur zehni irteqa dekhne ko nahi mila jo maghrib mein 2 aalmi jangon ke sabab waqooh pazeer hua is liye aaj bhi jab hum Prem Chand, krishan Chander, Qasmi, ahmed abbas, ismat chugtai,wagairah ko parhte hain to un ki manwiyat zahir hoti hai.

Hum chahte hain ki do char din mein hi hamein shuhrat mile aur sahitya academy award se nawaze. yeh mumkin nahi. hamein khaloos ke sath mehnat karke kaam karna parhe ga. Afsane ki taraf woh jaye jis ko andar ki urge ho na ki jo shayri nahi karsake. Afsane likhna ek paicheeda fun hai jis mein maharat haasil karna kafi lagan aur mehnat chahta hai. Sab se bari baat yeh ki jo afsana nigari karna chahta ho woh BOLD hona chahiye. To call a spade a Spade; phir chahe naukri jaye ya jaan; nahi to better hai koi aur pesha ikhteyar karna.

Magar main ne yeh afsana 2004 mein likha yani 14 saal ke baad, Tab tak main ne ghonsla, chadiyon ke rehan sehan wagairah ke bare mein mawad aur approprite lafz jamah kiye aur phir afsana likha jo Shair Mumbai ke September 2004 mein mere goshe ke tahat shaya hua aur kafi maqbool hua.

    Deepak Budki Mere blog par kashmir ki history ke bare mein english mein mazameen hain. Kashmir mera madre watan hai magar badqismati se mujhe wahan se hijrat karni parhi aur ab Delhi ke paas Ghaziabad mein reh raha hoon. Kashmir HindoPak ki siyasat ka qurbani ka bakra ban gaya. Aisa secular culture main ne sare mulk main kahin nahi dekha jaisa hamare Kashmir main tha. Magar siyasatdanon ki karistani ka kya kijiye. Apne iqtedar ke liye woh kuch bhi karne ko tayar hote hain.Khair insaan to hijraton ka mara hai, so hum bhi shamil ho gaye. Is hawale se main ne ek kahani DUS INCH ZAMEEN likhi hai. yaad nahi blog par upload ki ya nahi. Ek 80 sala Sikh ne, jis ne 1947 mein hijrat ki thi, mujhe is kahani ke liye badhai di thi. Agar mere blog par na ho to main koshish karon ga ki is ko upload karon. Zara time lage ga kyunki type karna padega.
